Method
 

Preparation
  1. Preheat your oven to 350°F (175°C) and line an 8x8 inch baking pan with parchment paper.
  2. In a mixing bowl, combine flour, oats, brown sugar, cinnamon, baking powder, and salt.
  3. Add melted butter to the dry ingredients and stir until the mixture resembles clumpy wet sand.
  4. Press two-thirds of the oat mixture into the bottom of the prepared pan and bake for 10 minutes.
  5. Mix rhubarb, granulated sugar, cornstarch, orange juice, orange zest, and salt in another bowl.
  6. Spread the rhubarb mixture over the baked crust and sprinkle the remaining oat mixture on top.
  7. Bake for an additional 30-40 minutes until golden and filling is bubbly.
  8. Allow cooling in the pan for 10-15 minutes before lifting out with parchment paper.
