Preparation Steps
- In a large measuring cup, whisk together soy sauce, beef broth, water, fish sauce, garlic powder, green onions, sugar substitute, and ground ginger until fully combined.
- Place the thinly sliced flank steak into a resealable bag and pour the marinade over it. Seal the bag and refrigerate for at least 30 minutes up to 4 hours.
- Preheat your Instant Pot and spray or oil the inner pot. Add the marinated flank steak along with all the marinade.
- Seal the Instant Pot lid and set to cook on high pressure for 10 minutes.
- Prepare a steamer basket or microwave-safe bowl with fresh broccoli florets and steam until crisp-tender, about 3-5 minutes.
- Perform a quick release on the Instant Pot and remove the beef, keeping it warm.
- Cancel the cooking mode and select 'sauté'. Whisk together arrowroot powder with water to create a slurry, then stir into the boiling sauce to thicken.
- Return the cooked beef and steamed broccoli to the pot and toss gently in the sauce until well-coated and heated through.
